Nuts of Ukrainian Drug Policy

All-Ukrainian Union of People with Drug Addiction (PUD.AU) collected all cases of police lawlessness in Ukraine. PUD.AU organized a press-conference with a positional letter with this sample of cases to make lawlessness visible at the national level for the Ministry of Internal Affairs, the Ombudsman for Human Rights, the Presidential Administration and other stakeholders, including UN structures. PUD.AU organized online flash mobs in all regions of Ukraine where we gifted protecting masks and t-shirts with the symbols of the SDP to police departments in the regional centers of Ukraine.
The participants of the action were people who use drugs, public figures and human rights activists. An improvised performance was staged to draw the attention of high-ranking officials and society to the current repressive drug policy and the problems faced by hundreds of thousands of drug users in Ukraine every day.
The action focused on the issue of the National Drug Strategy until 2030, which will be adopted in the coming weeks.
In their speeches, they also drew attention to the bill “On Amendments to Certain Legislative Acts of Ukraine on the Peculiarities of Criminal Liability of Persons Committing Offenses in Connection with Addiction to Narcotic and Other Psychoactive Substances, and the Organization of Rehabilitation of Such Persons”, which offers to finance state rehabilitation at the expense of the state, the absolute ineffectiveness of which has long been proven. In addition, this legislative initiative further shifts the focus of law enforcement agencies from major drug traffickers to drug users and contains a number of unconstitutional norms.
